Rapist and "the most vicious criminal" police ever arrested to be executed at midnight in Alabama
On the night of November 26, 1991, Frazier was walking along the street by Brown's first-floor apartment when he found the lights on inside, and decided to commit a robbery.
He broke into her lower-level window and found $10, before moving to another room where he discovered Brown sleeping in a bed.
Frazier then woke Brown up and demanded more money, and she gave him $80 from her purse.
The then-19-year-old later confessed to police that he then held Brown at gunpoint and raped her, during which she begged him profusely to not kill her.
In his confession, Frazier said it was Brown's begging that led him to shoot her in the head, because he 'didn't like whiny women who pleaded for their lives.'
If he were on federal death row, Biden would have commuted his sentence.
