I'm a former pilot and I can tell you that Sporty's Pilot shops is a major source of information and training material for legit students throughout the country.

I think the fact that the dude couldn't pay his bill is indicative of whether or not he was being back by a terror group. Long before I attended, EXPENSIVE flight school, I could only afford the training materials and studied them long before I was a formal student.

The 9-11 group had all the funds they needed and back channel finanancing still exists today I hear.
