Eh, I figured it out in about 10 mins. There's a trick to it, but once you understand what it is, it's no bother. I can post the solution with spoiler space or whatever if people want.

Got it. But I'm not sure I could explain a simple "trick." It seems to involve a lot of the cop ferrying parents back and forth as well as keeping that annoying thief on the underpopulated side of the bank.

Yeesh, I got it once or twice, then had to get it wrong 3-4 more times, and then get it right like 6 times in a row before I finally remembered how to do it without forgetting.
