Customers of Size Policy, Southwest Airlines.

Only airline I heard get bad PR for this, although according to their website, some other carriers do it too. So my bad. It does sound as though it's a "policy" that other carriers have, but few enforce. Southwest's Q&A page admits it's a policy they really didn't start enforcing until a couple of years ago.
