I have the original hardback Player's Manual, (c) 1978, and there's absolutely nothing about Tasers.

Just read the actual report and it looks like the suspect did indeed make his saving throw vs. taser. Either that or he had some magic chain mail. He walked to the basement after being hit with only one of the barbs of the taser.

He made his first save, Allen, but not the second one. Apparently tasers take neither level nor current hit points into account, hence the suspect's "Thousand Years of Power" were no help.
