I don't think this is part of Willis' calculation, buthe would make that million back 10 fold. At least 10 fold. If a civilian came forward with information, we catch one of the bastards, and Willis pays off, how well do you think his next movie would do. It could be Steel Magnolias II and I would go see it just to supprt him.
