Incidentally, guys? It has been pretty well accepted for 20+ years that the alleged second Tonkin Gulf attack never happened. It was all just radar bouncing off of wave-tips on a stormy night called "darker than hell."
This is not news. This is you attempting to resurrect a long-settled historical non-question in order to equate Iraq and Vietnam.
Also, it really isn't a question of "faulty intelligence." Intelligence is spying and collecting information. This was just an errant report of an attack.
