I wouldn't read much into that. Remember, he's a Trump State Democrat. Whatever side he comes down on, he's going to talk up the other side, so as to try to have it both ways.

In fact, I'd say that the fact that he's talking up a "Yes" vote means he's going to vote no. Vote no, and then say "But I really wanted to vote yes. Please vote for me, conservative West Virginians who are overimpressed that I have fired a rifle once or twice in my lifetime."

I assume a floor vote means the whole Senate voting -- or am I wrong? Only 24 hours for debate after Friday's committee vote?
