Dell Dailey, the US State Department's co-ordinator for counter-terrorism, says the terrorist group's violent ways do not "resonate" with Muslims - especially with an increasing number falling victim to suicide attacks.
Suicide blasts are reportedly killing more Muslims than non-Muslims, especially in Iraq, where support for the terror group is said to be diminishing.
"Absolutely it's imploding. It's imploding because it's not a message that resonates with a lot of Muslims," Mr Dailey said.
Terrorists groups like Hizbollah and Hamas are proving more attractive because they are involved in social services, according to under-secretary of state James Glassman.

Speaking at the Director of National Intelligence Open Source Conference in Washington, Dr Dwight Toavs provided an example of how a plot to blow up the White House could be planned within World Of Warcraft.
Dr Toavs, who is a professor at the Pentagon-funded National Defence University, said the game's jargon could provide a disguise for such a plot.
For example, in a fictional scenario, terms such as "Dragon Fire spell" might indicate a particular weapon and "110 Gold and 234 Silver" may refer to how the online plan relates to real-life geography and targets.
