The mayor didn't give a specific example. But he said: "One of the things officers are trained to do is to give warnings. If someone has done something wrong, but not rising to a criminal level, it's perfectly appropriate for an NYPD officer to talk to them..."
"... to say, 'that was not appropriate, and if you did that on a higher level, that would be a crime.'"
In other words, what you did isn't a crime, but we're warning you, we consider it to be like a crime and may arrest you if you do this legal thing again.
He's talking about calling transgenders by their made-up pronouns.
That's all they're ever fucking talking about when they criminalize speech.
