Democratic Lawyer on Obama Staffers' Vote Fraud: It Depends on the Meaning of "Temporary"

Ohio's code:
3503.02 Residence determination rules.
All registrars and judges of elections, in determining the residence of a person offering to register or vote, shall be governed by the following rules:
...
(C) A person shall not be considered to have gained a residence in any county of this state into which the person comes for temporary purposes only, without the intention of making such county the permanent place of abode.
Democratic lawyer Don McTigue feels this law is too vague for his comprehension.
We just met with Don McTigue a few hours ago, and he told us that Ohio law has a very liberal interpretation of "residency." He wasn't willing to speak about any specific individuals or cases, but he repeatedly mentioned that it is not the media's job nor his job to decide whether or not someone is a 'resident.' According to McTigue, that's up to the Boards of Elections.
We asked him what his interpretation of the Ohio Revised Code was and referred him to RC 3503.02 RESIDENCE DETERMINATION RULES (See link above).
Specifically regarding section "C," Mr. McTigue told us that the big question is whether or not the person in question INTENDS an address to be their residency:
"Is it temporary vs. permanent, well... I mean... is anything temporary? You know, what is temporary, what is permanent?"
Mr. McTigue gave us the example of employment: "If you're working here, although sometimes work is temporary as opposed to permanent, I mean let's be honest... no job is permanent."
A job which is specified in advance to last several weeks is, I'm afraid to say, quite temporary.
I was a lawyer too, McTigue. Trust me on this: Campaign workers who come to a state and do not attempt to establish their own residence, but merely flop with college students for the three weeks of employment, are not "permanent" residents of the state.
And no "liberal interpretation" of the law can rescue them.
