Israeli Defense Minister Israel Katz justified the attacks, stating they were necessary to achieve the war's objectives. "This decision comes after Hamas repeatedly refused to release our hostages and rejected all proposals presented by U.S. President's envoy, Steve Witkoff, as well as the mediators," Katz's office wrote in a letter.

The Israel Defense Forces (IDF) and Shin Bet, Israel's internal security agency, confirmed they had begun striking Hamas targets "under the direction of the political echelon." Israeli forces launched a series of preemptive strikes aimed at mid-ranking military commanders, leadership officials, and terror infrastructure.
