Senate Proposes Stopgap Spending Bill that Defends Ukraine's Borders But Not Our Own; McCarthy Says He Will Not Allow the House to Vote on It

The Senate has unveiled a bill with bipartisan support that would keep the U.S. government funded until Nov. 17 while Congress negotiates a permanent spending deal.

The Senate's bill includes over $6 billion in funding for Ukraine as aid during its war against Russia, as well as provisions to reauthorize the Federal Aviation Administration and protect federal workers from being dismissed.

"[T]his legislation prevents a shutdown, keeps our government funded, and provides ... support [for] Ukraine at a pivotal moment in its defensive efforts against Putin," Senate Appropriations Committee Chair Patty Murray wrote.

The Senate's bipartisan continuing resolution to fund the government after Sept. 30 contains additional funding to aid Ukraine, provisions to reauthorize the Federal Aviation Administration and protections for federal workers in the case of a potential shutdown, according to its text.

This "compromise," however, contains no funding for border security. We continue to defend Ukraine's borders while leaving our own wide-open.

The bill has not yet been passed by the Senate. Unlike earlier legislation brokered by Republican Rep. Byron Donalds of Florida between the Freedom Caucus and the Main Street Caucus, a moderate Republican group, the bill does not include specific border security provisions, which were part of the "Secure The Border Act" passed by the House earlier this year.


McCarthy says there is little appetite for passing a Democrat/RINO wish-list funding bill.

Speaker Kevin McCarthy (R-Calif.) told members of the House GOP conference Wednesday morning that he will not bring the Senate's bipartisan continuing resolution to the floor for a vote.

Rep. Bob Good (R-Va.) told reporters after a closed-door House GOP conference meeting that McCarthy informed lawmakers during the gathering that he will not bring the upper chamber's legislation to the floor for a vote, even after the Senate voted to advance it in a bipartisan fashion Tuesday night.

"I don't think he plans to do that," Good said when asked about bringing the Senate stopgap bill up for a vote. "He reiterated that this morning. I called on him to consistently say that to the public, let the Senate know that's dead on arrival and that there's no way the House would pass that bill."

Pressed on if McCarthy told the conference that he will not bring up the Senate legislation, Good responded, "That's exactly right."

A second House Republican confirmed to The Hill that McCarthy said he would not bring the measure to the floor for a vote.

Asked about the Senate proposal following Wednesday's conference meeting, McCarthy told reporters: "I don't see the support in the House."

Rep. Byron Donalds (R-Fla.), a member of the conservative House Freedom Caucus, said the legislation "is dead over here," referring to the House.

"First of all, you continue spending, you have $6.2 billion for Ukraine, they do nothing to secure our southern border. That is just a nonstarter," he said. "The Senate needs to get real."


Jake Tapper actually bothered to pretend to be a journalist and asked Representative Dildo if the border was secure or not. Quite a little adventure in verbal evasion then ensued, reports John Sexton.

CNN's Jake Tapper had squad member Pressley on his show yesterday to talk about the looming government shutdown. That discussion then transitioned into one about border security because, as Tapper noted, the Senate compromise bill doesn't contain funding for border security. Tapper noted that there definitely was a crisis at the border saying, "More than 7.7 million people have fled Venezuela; there's no sign this is slowing down. Do you agree that something needs to be done about our border?" Tapper then pointed to the busloads of migrants being sent to blue cities by southern governors. Advertisement

Pressley said she disagreed with using people "as political pawns" and that's when she went off the rails. "No doubt about it, our border is secure and we are in the midst of a humanitarian crisis," she said. You can actually see a moment of surprise on Tapper's face when she says this and then he seems to be uncertain if he heard her correctly.

"You think the border is secure or it is not secure?" Tapper asked.

Pressley then went into a dodge of an answer about needing more federal support for the humanitarian crisis at the border, which wasn't what Tapper asked. After filibustering for a while, she tried to shrug it off saying "That is a conversation for another day."

Tapper wasn't willing to let it go: "Do you think the border is secure? Is that what you said?"

"Yes the border is secure and we are in the midst of a humanitarian crisis that has been created by a broken system," Pressley replied, essentially repeating the same jumble of talking points. She tried to refocus the discussion on the government shutdown but again Tapper wouldn't let it go.

"If you have millions of undocumented migrants coming into the country, how is the border secure?" he pressed.

Now, I don't think Jake Tapper is acting as anything other that a political partisan here. What he's doing is representing the Hillary Clinton/Corporate Faction of the Democrat Party, trying to warn the Marxist extremist faction that they're about to take the Democrat Party over the cliff if they do not give a little on some of these toxically unpopular extremist positions.
