It's called an "attachment thumb screw," and all it does is hold the attachment power shaft firmly in the KitchenAid mixer.
The mixer is barely 30 years old, and I find this failure to be completely unacceptable. That little piece of plastic should last at least 400 years, although why it was designed that way is beyond me. Why not just make it a single piece of steel?
