Biden was describing why he thought some African Americans were reluctant to get vaccinated because they were remembering when the "Tuskegee Airmen" were experimented on. Once again, Biden had no idea what he was talking about. He was confusing the Tuskegee Airmen -- the famous black pilot contingent that fought during World War II -- and the Tuskegee Study -- an abominably unethical syphilis study where public health officials told black men they were being treated but then didn't treat them.
The Tuskegee Airmen and the Tuskegee Study have literally nothing to do with each other, except that they both have the word "Tuskegee" in their name -- Tuskegee consists of other things besides airmen, you know -- but that was a connection this fossilized brain managed to feebly make, and so he confidently pontificated that "the Tuskegee Airmen" were also, coincidentally, the patients in the Tuskegee Study.
Biden, the moderate, centrist, conservative-leaning candidate relentlessly promoted by the True Conservatives of NeverTrump, then deployed the trans neologism "Latinx" -- despite the fact that Latinos don't use that term, because "Latinos" is already gender-neutral and gender-inclusive -- and also decided that Latinexes aren't getting the vaccine because they're afraid that... they'll be deported?

The first Stalker Whisper Biden issues is in response to criticism that he "dismissed" something in the bill. He's claiming he wrote the bill, so why would he dismiss it?
Show your hands if you believe this ancient sex offender who calls a "lid" every day at the crack of noon wrote a bill.
The second creepy Whisper of the Grave is Biden saying that his enhanced unemployment benefits aren't increasing unemployment. He claims his taxpayer-money-giveaway-to-keep-people-idle is "leverage" people can use to get their would-be employers to "pay them more."
So... employers offering 40 hours per week have to compete with the government offering more pay for zero hours per week.
You know, it's really hard to offer so much additional pay that you can compete with zero hours per week of work.

By the way, almost everything he claims here was later shown to be a lie.
