That doesn't seem Totally Not Racist to me. In fact, it kind of seems like the opposite.

People are saying that John Oliver freaked out and lost his (middling) sense of humor. He trashed the town of Danbury, CT over that town's naming of a sewer treatment plant as the "John Oliver Memorial Sewer Treatment Plant."
Nah, son, it was just a joke.
This isn't a complete fabrication as the Monkey Shines were. This is just a failure to appreciate the various signals which telegraph irony.
I think -- or, put aside the false incertainty, I know -- this is a joke. His "attack" on Danbury includes a few compliments about the town -- going out of his way to note that USAToday ranked Danbury the #2 most livable city in America, a strange thing to say when you're attacking someone.
He also boosts Danbury's tourist attractions.
Strange way to insult a town!
Also, his "attacks" are too over-the-top to be credited. Like when I said last week that I had spelled Paterson, NJ correctly, and said "So I'm not the asshole here. You are."
I mean, that kind of out-of-nowhere attack is almost always a joke.
Oliver repeatedly says he hates the babies and children of Danbury, which is just too silly to be credited as sincere.
Weaving in mentions of Danbury's tourist attractions and general pleasantness are intended to be neon signs marking Oliver's intent as ironic and not serious, in case the over-the-topness of the insults weren't enough.
I think that Danbury named the sewer treatment plant the "John Oliver Memorial" for one of two reasons:
1, there's some kind of fake antagonism between Oliver and the town and this is just the latest fake eruption of non-hostility.
2, the town named the plant after a complete different John Oliver, like a former mayor or something. This is what I figure it is. And yes, John Oliver knows this, and is making a joke about it. Pretending he's upset.
If you watch the clip with the idea in mind that this is all a goof, it's mildly (very mildly) funny.
I mean, funny on a John Oliver level.
BTW, I'm not defending John Oliver, who I dislike intensely. I'm trying to keep conservatives from looking foolish. I think he's signaled his intent so strongly here -- probably more strongly that he wanted to signal it, which makes his joke less funny, but he wanted to make it clear he was kidding -- so that people who are missing this are going to look silly when he explains this.
