Why isn't this dangerous and unfounded conspiracy theory censored by Twitter?

Why is this particular conspiracy theory permitted to be spread?

Is it because it comes from Twitter's leftwing media favorites? Or is it just that Twitter is pro-antifa/pro-terrorist as a company?
