Leap seconds were introduced by astronomers to make sure that UTC time that normal people use never drifted more than a second from UT1 time that abnormal people astronomers use.
UT1 measures what time it really is based on the rotation of the Earth. The problem is that while this measure is definitive, it is not consistent: The Earth wobbles.
So after fifty years of faffing about, astronomers decided it was all more trouble than it was worth, and dropped it in favour of a leap hour, which is not expected to arise for a very long time.
