The proposal would raise verification requirements for the Premium Tax Credit (PTC), with the aim of ensuring that the credit only goes to Americans.

"Today's proposed rules implement the common-sense reforms enacted by the Working Families Tax Cuts to close eligibility loopholes and ensure taxpayer-funded Premium Tax Credits are reserved for eligible Americans," Bessent said in a statement. "Under President Trump, this Administration is cracking down on fraud and corruption; holding bad actors accountable; lowering health care costs for Americans; and restoring integrity to our tax code and health care system."

The move marks the latest effort by the administration to limit access to public funds for non-Americans and turn off the welfare spigot to ineligible foreigners.

Kennedy Jr. on Wednesday announced the purge of 189,000 subsidized Medicare, Medicaid, or CHIP enrollments for deceased persons or duplicate enrollees, saying the move would stop more than $1 billion in erroneous payments to insurance companies annually.

"In 2026, CMS [Centers for Medicare and Medicaid Services] identified 189,000 subsidized enrollments involving duplicate Medicare, Medicaid, or CHIP coverage on record showing the enrollee has died," he said in a press conference. "CMS acted to remove improper subsidies in all these cases."

Kennedy stated that the purge would save taxpayers $738 million in 2026 alone and that future savings would reach an annualized rate of $1.5 billion.

Senate Judiciary Committee Chairman Chuck Grassley on Wednesday revealed the Biden Justice Department and Special Counsel Jack Smith obtained detailed donor data and voter information on over 639,000 individuals during the Arctic Frost investigation.

The types of information contained in the spreadsheet include: names, dates of birth, addresses, email addresses, party affiliation, places of employment, donation amounts, credit card information, and donor habits.

Additionally, the donor and potential voter data ranged from 2005 to 2021, which Grassley described as "well outside Smith's scope of purported review." At the time, Smith was probing President Donald Trump's alleged efforts to overturn the results of the 2020 election.

This is further evidence, the Iowa senator said, "that the Special Counsel operation was designed to map out the Republican Party."

A black man was arrested for shooting and killing a cop -- and admitting he chose his target based on his white skin.

A black man named Eric Lewis allegedly shot and killed a Philadelphia police officer and injured another because they were white on Saturday, a report shows.

The now-deceased officer, Shane Seiber, and his partner had arrived at a West Philadelphia home in response to a neighbor's 12:50 a.m. 911 call regarding a man spotted with a gun when Lewis walked up behind the officers, according to The Philadelphia Inquirer.

The officers asked Lewis if he lived in the house, but were met with hostility as Lewis began yelling and acting aggressively. Then, as the officers moved to check if Lewis was carrying a firearm, the man allegedly shot the officers, a law enforcement source told the Inquirer.

The source said that Lewis had continued to shoot the officers even after they had already been wounded, as the man continued to yell at them, saying that he had told them to get off his porch.

Minutes later, another pair of officers arrived to find Seiber and the other officer, an unnamed 33-year-old, lying unconscious on the ground as they bled from their wounds.

Seiber, who had 10 years of service as an officer, died at the age of 40 hours later after having been shot three times. He left behind his wife, a seven-year-old son and a three-year-old daughter, the Inquirer reported.

Lewis then allegedly began a nearly hour-long standoff as he continued to shoot at officers from a position in a dark alley behind the home. After his eventual arrest, Lewis blamed the officers for having gone to his porch, The Inquirer reported, citing an arrest report based on interviews with nine officers.

Lewis said that he had been across the street when he saw the officers arrive and that he had shot them after they had put their hands on him. He said that he had only done so because they were white, the report said.

While speaking to a black female police officer at the hospital, Lewis said that "if it was you that responded we would have just had a conversation," noting that the officers had guns and that he had "every right to defend [himself]."

A conservative commentator, Greg Price, shared a portion of the report, saying, "[Lewis] stated if the cops were black he would not have shot him... He was making racist remarks to the white police officers, saying he makes more money than them."

At the hospital, Lewis also said that "Because they were white, they automatically grabbed me," according to the report posted to social media by Price.

NPR CEO Katherine Maher will receive Harper's Magazine's "First Amendment Award" later this month despite her past criticism of the amendment.

Harper's Magazine also claimed that Maher led NPR "through a period of heightened scrutiny and challenge" along with "successfully battling" President Donald Trump's efforts to defund NPR, though Congress still rescinded $1.1 billion in federal funding to the Corporation for Public Broadcasting in 2025.

Although the magazine hailed Maher as an advocate for journalism, Maher has not always been supportive of the First Amendment as a whole.

In 2021, when Maher was the CEO of Wikimedia, which oversees Wikipedia, she discussed efforts to combat disinformation and considered the First Amendment a "challenge" in that goal.

"The number one challenge here that we see is, of course, the First Amendment in the United States. [It] is a fairly robust protection of rights and that is a protection of rights both for platforms, which I actually think is very important that platforms have those rights to be able to regulate what kind of content they want on their sites," Maher said.

A transgender illegal immigrant has been arrested on child sexual assault charges in Florida. Uriel Santiago Perez, 38, of Mexico, allegedly exposed his fake breasts to a minor boy in a bathroom and then sexually abused the victim by force, according to police.

The incident occurred on October 6 while Santiago Perez was touring a home for sale in North Fort Myers. The victim is the homeowner's son, who Santiago Perez allegedly isolated in a bathroom and proceeded to abuse him, the Lee County Sheriff's Office said.

The father told authorities that Santiago Perez had contacted him earlier in the week to arrange a showing of the home. Shortly after Santiago Perez arrived, the victim and the father began a tour of the house. The alleged sexual assault occurred when the father briefly stepped outside for a smoke break.

Santiago Perez has been charged with one count of sexual battery on a victim between the ages of 12 and 18, records show. Federal law enforcement sources told Fox News that Santiago Perez has a previous criminal record dating back to at least 2013, when he was convicted of prostitution in Georgia.

A transgender woman accused of fatally stabbing a Chicago man 13 times after he allegedly mocked the suspect's gender left part of the knife embedded in his skull, according to reports.

Kelly Day, 32, was charged with first-degree murder in the Oct. 7 stabbing of Larry Young, 50, near a gas station on Chicago's South Side, the Chicago Police Department confirmed in a news release obtained by Fox News Digital.

The Chicago Tribune reported that the attack unfolded in front of Day's 7-year-old stepson following an argument over comments the victim allegedly made about Day's gender.

During a detention hearing Saturday, prosecutors said surveillance video from the gas station showed Day stabbing the man 13 times in the head, neck and shoulders.

An autopsy later revealed that a portion of the knife blade had broken off inside the victim's skull, the Tribune reported.

Prosecutors said Day, who was assigned male at birth and identifies as a woman, had been mocked earlier that day for using the women's restroom at a McDonald's, the Chicago Tribune reported.
