That's Execution Rock in Long Island Sound. It was built 175 years ago as a lighthouse, but the rocks have obviously been there forever, and supposedly were used as a method of execution. Criminals were chained to the rocks at low tide, and....
It's a convenient marker for boaters, and when I used to sail on the Sound we would usually go past it. If anyone knows the area it is between New Rochelle and Glen Cove. The sailing is good...sometimes, but that end of Long Island Sound is known for light airs. For the really fun stuff you have to go out to the other end of the Sound, near where it meets Block Island Sound and then the Atlantic.
Oddly, in spite of the catastrophic rise in sea levels that will inundate the Eastern Seaboard, it looks pretty much the same as it did when the lighthouse was built. Probably some local gravitational vortex and of course the Jooo's Weather Machine keeps it from being flooded.
