Hillary Clinton Calls for 4% Additional Tax On "The Wealthy"

I think this is the Stray Voltage technique.

Whenever Obama fails (which is frequently) in such a way that even his partisans can't defend him -- for example, there is no partisan argument in favor of a catastrophically-awful healthcare.gov website -- they drop some kind of partisan stinkbomb into the public square, believing, correctly, that a fight over a thing in which there is some partisan defense is better than a fight over a failure for which there is no defense at all, not even a tendentiously partisan one.

Hillary Clinton is of course trying, and failing, to explain why she instructed her Minion Jake Sullivan to strip out the headings (which would contain classified-information warnings) and send it "nonsecure," just because she was having troubles with the secure fax.
