Okay I watched this clip a few more times and something really stands out: look how all the leaders know what is happening with Biden and move toward him and surround him. They all know he's not all there.

Right, that's what I'm saying. The immediate witnesses present had all the information we don't (like noises Biden was making), and their conclusion was that the "leader of the free world" needed to be protected from himself.

BTW I've been looking for a fresh Italian TV parody of Biden. If you come across a new one, please let me know.
Here's an old one that I never saw before, so that will hold me for now.
